Subject: Transactions/lock and PHP

I need some "conceptual" help on how this should work. More specifically, whether or not this is the approach to use when dealing with the following situation:
1. user1 retrieves record to edit
2. user2 retrieves same record to edit
3. user2 updates record with new entry
4. user1 now has outdated info, and updates the record with this outdated info

If editing can take up to 30-60 mins, is this the best way to try and control concurrency? Or should I just validate the entries before updating the records?
