Subject: upload & download files in PHP

Using HTML & PHP, I am able to browse & upload the required file into a specified directory.

Now, I need to access the uploaded file by viewing it in the browser and by downloading it to the local computer from the server.

Can I do it using HTML & PHP ?

If so how ?
