There is a few commands but I am having problems with then on a windows machine to scale and pad out an image.

This is what I have to do.

mogrify -format jpeg x.gif // convert to jpeg cos I don't want animated gifs
mogrify -geometry 100x100 x.jpeg // resize image to be within 100x100 boundary (resize doesn't work correctly)

convert -size 100x100 xc:white background.miff // create a white background image
composite -gravity Center x.jpeg background.jpeg output.jpeg

This is what you need. My code i use however is the following

convert -size 100x100 xc:blue -transparent blue background.miff // create a transparent background image
composite -gravity Center x.jpeg background.jpeg x.gif

This creates a transparent gif image so there is no additional colours (WHITE), and galleries display okay because all the images are the same size.
(cant wait until June to use LWZ compression on ImageMagick)
