using require() will cause additional work for the webserver while on the otherhand, using php to switch between multiple stylesheets requires less work since all the webserver has to do is decide which stylesheet to load. after php chooses and returns the result to the client, it is the client's browser that actually transforms the html content using the stylesheet, hence less work and no evals required on the server...

just explaining. but this article is good and will be trying out the concept in skinning a test site :)
