ii got the error too, but then saw posted elsewhere that if you are using PHP as a module, it also seems necessary to move php4ts.dll (from the root level of your PHP install) to the windows/system (for Windows 9x/Me) or winnt/system32 (for Windows NT/2000) directory. this fixed my problem
