This error comes when you havnt installed libxml2.dll

Download libxml2 from www.fh-frankfurt.de/~igor/projects/libxml/index.html.

Unpack and copy "lib2xml.dll" to c:\windows\system\"

Download also "iconv binaries, version 1.8 for Win32" from the same site and unpack "iconv.dll" to "c:\windows\system\"

This should help you.
