IMHO, templates are much easier to work on. Template classes, especially Smarty are beautiful to work with. They also let the layout designers do there work seperate from the coders.

This approach *might* work well for a small project with 1-2 coders who also do the design but on a large team with many coders and designers, I think templates would be much better and faster.
